Can anyone recommend a commercial or freeware utility for heavy-duty server monitoring and troubleshooting? It preferably needs to be able to track performance across multiple physical servers and also within Oracle.

Have a look at SightLine from these guys:

Intelligent Solutions - SightLine Homepage

It's reasonably pricey, but it has all the bells and whistles and yes, it can monitor Unix and Oracle simultaneously. There are also a trend analysis and capacity planning modules for it, I believe. Oh, and it can also do Windows if you're into that sort of thing.
